Dev: Improvement: Support for more complex version schemes

All,
I've created the following issue: https://issues.jfrog.org/jira/browse/HAP-263

I have most of the code and tests. I need to wrap up some details and javadocs. It's mostly new classes so there's not much code intrusion and the change is backwards compatible.
What's the procedure for this change? Is it possible to assign it to me? shall I do a pull request once I'm finished?
